Awards from the Texas Comptroller recognize excellence in Debt Obligations, Open Government & Compliance, and Public Pensions

Bosque Central Appraisal District (BCAD) is proud to announce it has earned three Transparency Stars from the Texas Comptroller of Public Accounts, all awarded on March 31, 2026. The stars recognize BCAD for exemplary financial transparency in three areas: Debt Obligations, Open Government & Compliance, and Public Pensions.
BCAD is one of only five appraisal districts in Texas — out of 253 statewide — to have earned Transparency Stars. The other four are Harris CAD (Houston), Tarrant CAD (Fort Worth), Travis CAD (Austin), and Williamson CAD in the Round Rock and Georgetown area. Bosque County has approximately 19,000 residents; the other four districts serve metropolitan areas ranging from 700,000 to more than 4.7 million people.
BCAD is also the only entity in Bosque County to hold any Transparency Star. No county office, school district, city, hospital district, or water district in the county has earned this recognition.
The Transparency Stars program was created by the Comptroller’s office in March 2016 to establish a statewide standard for government financial transparency. To earn a star, an entity must publish specific financial and operational information in an accessible, user-friendly format, and must continue to maintain and update that content or risk losing the award.

What Each Star Represents
- Debt Obligations — Disclosure of all lease obligations, historical debt data, financial audits, and bond election information. Texas appraisal districts are prohibited by state law from issuing bonds, so BCAD’s obligations are limited to a single equipment lease.
- Open Government & Compliance — Full transparency in board governance, including posted agendas, meeting minutes, audio and video recordings, Zoom livestreams, transcriptions, and public information request processes.
- Public Pensions — Open disclosure of BCAD’s employee retirement plan through TCDRS, including deposit rates, employer matching, funded ratio (91.90%), assets and liabilities, and annualized investment returns.
